Richard served as Director of Planning at New Era Municipal Services from 1996 through to 2000.  The planning agency was a successor to the former regional planning commissions and served 30 municipalities of various sizes.
Following New Era, Richard served as the Head of the Planning Department at Lac Ste. Anne County, both as a staff and later as a contract planner.  Over time a transition was made to full time with North Star Planning.
North Star Planning began as a sole proprietorship in 2002 and evolved into a full time venture in 2006.  In 2008 North Star Planning Inc. was created.
Today, Richard enjoys working with both private developers and public sector clients, maintaining an excellent relationship which in some cases has lasted for more than 15 years.
Richard Neufeld, President of North Star Planning, has a strong background in land use planning in small town and rural communities.  During his life, Richard has lived in metropolitan areas, a lake resort community, a mixed farm, various small towns and smaller cities.
In 1988, Richard started his planning journey at Alberta Municipal Affairs in Edmonton.  This was followed in 1990 by a move to Grande Prairie as a planning trainee with the South Peace Regional Planning Commission.
Later, in 1991 Richard was employed by the Mackenzie Regional Planning Commission (later services agency) where he served as the planner for the northwestern corner of the Province of Alberta and other Peace Country municipalities.
